First factor out the GCF.

f(x) = x^4 + 4x^3 - 21x^2

All the terms have at least x^2.

x^2(x^2 + 4x - 21)

Then factor the trinomial

x^2(x + 7)(x - 3)

Then set each factor equal to zero.

x^2 = 0 (which is x = 0, x = 0)

x + 7 = 0, x - 3 = 0

Then solve for all the x's

So x = 0, x = 0, x = -7, x = 3.

Therefore, a = 0, a = 0, b = -7, c = 3

a^2 + b^2 + c^2 = 0 + 49 + 9 = 58
