also even though halogens are +R group, they are ortho para deactivating since their inductive effect is more pronounced. since cl has more elctronegativity than br, it has more inductive effect. option3 isless than optin 2 because the positive character is at ortho position of no2 and cl inductive effect decrease due to more distance
