(C) H and D have same number of electrons is the correct answer.  

  • Oxygen has valency of -2. To complete it's octet, oxygen requires 2 electrons.
  • As mentioned in question, two atoms of hydrogen and deuterium react with oxygen to form H2O and D2O.
  • Thus, each H atom and D atom donates one electron to oxygen respectively, thus helping it to complete it's octet.
  • Hydrogen and all its forms have one proton and one electron. They vary with respect to the number of neutrons.
