First you must note an important point in terms of stability,

Benzyl carbocation > tertiary carbocation > secondary carbocation > primary carbocation

Ha is attached to Benzyl carbon.

So, it is most readily eliminated as H⁻ so as to form Benzyl carbocation (because it is so stable).

Thus Ha has the least bond energy.

Hc is attached to Tertiary carbon

so it is second most readily eliminated so as to form tertiary carbocation.

Similarly, Hb is attached to secondary carbon

hence it cannot be readily eliminated as in the above two cases, making it the highest bond energy among the three.

Therefore, Hb> Hc > Ha
