H2O is amphoteric, meaning it can be either an acid or a base, but not both at once. It chooses based on what will react with what is around. For example, hydrochloric acid (HCl) reacts with water like this:

H2O + HCl --> (H3O+) + (Cl-)
(H2O accepts H+ and acts as a base)

while sodium oxide (Na2O) does this:

H2O + Na2O --> 2 (Na+) + 2 (OH-)
(H2O donates H+ and acts as an acid)

Water (H2O) is neutral. It's ph value is 7.
