In H3PO3 , the structure is one P double Bond O and 2 OH bonds with P and 1 directly P-H bond.

These direct P-H bonds give nascent H and act as reducing agents.

H3PO2 has more P-H bonds than H3PO3 so it is a better reducing agent.
