In H3PO4, the oxidation state of P is +5 and in H3PO3, it is +3. Since the range of oxidation states of P is from -3 to +5, H3PO4 can’t get further oxidized and can only get reduced. Whereas H3PO3 can get both oxidized and reduced.
Hence, H3PO3 can undergo disproportionation whereas H3PO4 can’t.
