Past perfect tense is used when in a sentence two actions take place in the past ,one before the other. The First action is in past perfect form and the second one is in simple past .

Eg When I reached the station the train had already left.

The first action is that the train left and the second action is - the person reached the station.

In the question above -The sentence is a conditional sentence eg if It had not rained I would have gone to school.- Two actions depended on each other.

In such sentences when past perfect is used it is followed by would have + V3 .

1) eg -If he had studied he would have passed the exam
