Answer:

20 cm by 16 cm.

Explanation:

Let length be a cm and breadth be b cm.

First case.

Perimeter of rectangle = 2 ( l + b )

Half of perimeter of rectangle = ( l + b )

a + b = 36

a = 36 - b  ... ( i )

Second case.

a = 4 + b ... ( ii )

From ( i )  and ( ii )  we have

36 - b = 4 + b

b + b = 36 - 4

2 b = 32

b = 16 cm

Now put b = 16 in ( ii )

a = 4 + b

a = 4 + 16

a = 20 cm.

We get a = 20 cm and b = 16 cm.

Thus the dimensions of the garden is 20 cm by 16 cm.
