Because second is a unit of time and that hand represents seconds, thus second hand and not 2nd hand.
Actually the second hand is the third hand, if you count the hour hand first and minute hand second. There is nothing that says you can’t count the second hand first however, in which case the hour hand becomes the third hand.
When modern clocks were invented, they first tried dividing seconds into thirds, but then many people ended up with a bunch of fifths and got too drunk to tell what time it was anymore, especially since everyone kept coming back for seconds. So after that it was settled on the clock in use today, which you see is actually a second hand clock.
