As haloarenes have partial double bond character (and we know that double bonds are shorter in length and tougher to break than single bonds) and haloalkanes have single bond (we know that single bond is longer in length and easier to break when compared to double bonds).
Hence as haloarenes' bond cannot easily be broken when compared to haloalkanes, it is less reactive.
