Wool is a substance which on drying deforms (mostly shrinks) due to unbalanced loss of water from it's organic molecules( As it's an animal product)

The fact that the woollen apparels get deforms when it is hanged wet is so true . But it is not a permanent effect as it stretches while wet and hanged.
Once the material dries it tries to get back to its original shape. Yet it fails to regain to 100% of its originality and the cloth would look lousy and stretched.
The material is not like other stretchable cloth that gets stretched when subjected to force and still regain its original shape. "
