Chlorine has a lone pair of electrons and vacant d-orbitals, thus they can take part in coordinate covalent bond. Hydrogen molecule does not have a lone pair of electrons. So it will not take part in the coordinate bond

Both chlorine and hydrogen gas are non-polar molecules as they are bonded to the same element and same electronegative elements.
