Manmeet poured only one drop of iodine so the rice absorbed the drop so the colour didn't changed as the rice phenomenon was much the the iodine so the colour remained same.

                                                        BUT

Harmeet poured a few drops then the rice was enable to absorb the iodine as the phenomenon of iodine was much then the rice and the colur changing  happened in his case.
