has completed is in present perfect but has been is the present perfect continuous.

✌️Has' is used in the present perfect tense. It is clubbed with some verb to express a completed sentence.

✌️ 'Has been' is used in the present progressive tense. It expresses something that has begun in the past and is continuing or progressing till present.
