Answer:

The word ‘haste’ is defined as following

   swiftness of motion; speed; celerity:

urgent need of quick action; a hurry or rush:

unnecessarily quick action; thoughtless, rash, or undue speed

It is evident that the word ‘haste’ is used in negative sense because it is associated with rashness or undue speed. A ‘quick’ decision-making is not same as a ‘hasty’ decision-making.

A person who takes quick decisions is appreciated because his decisions are right ‘besides’ being quick. He acquires this ability with experience, knowledge and skill. However, the same person must have taken decisions after due deliberations with reasoned mind in the beginning. When you develop the habit of taking decision, you commit more mistakes in the beginning. Hence, you need to be more careful in the beginning. A wise person learns from every wrong decision and improves quality of his decision-making.
