To answer the question weather a body is in rest or motion you should choose a frame of reference first. Without Frame of refrence you can't judge weather a body is in rest kr motion.

For example:- If we choose us as frame of reference than earth seems in rest but If we choose satelite kr other heavenly bodies outside earth as frame of reference than it seems to be in motion

Thats why when you see train from inside it seems to be in rest but if you see it from outside it seems in motion because in both cases frame of reference (observer) is different.

Average velocity means total distance travelled in total time. It's unit is in M/sec (meter per second)
