It depends on the person.

Many people who are insincere in their actions may only be good to someone if they themselves can benefit from it; i.e. they may not be civil to their co-workers, but they may bring flowers to their boss on his birthday. They rarely do acts of kindness from pure hearts, but rather from a place of self-motivation.

Other people may choose to be kind to everyone because they themselves are kind people and they want to be the ones able to make a difference; they don't want to spend their lives kissing up to the ones who can.
