HCl dissolves in water(H2O). The hydrogen ions (protons) react with water to form hydronium ions (H3O) and the chloride ions are free in solution.H-Cl covalent bond is polar. In a polar bond the electron pair shared between two atoms is attracted more towards more electronegative atom. In H-Cl it is Cl. This makes Cl part of the H-Cl bond slightly more negative and H part slightly less negative or more positive. H2O is also a polar molecule. It shows slight negative charge on O and slight positive charge on H.

HCl when added to water gets covered from all the sides with polar water molecules. Due to their interaction with H-Cl the polar covalent bond gets dissociated into H+ and Cl-. H+ gets attached with one of the H2O molecules and becomes H3O+ ion
