HCL vapours are gas and if they react with water they will form HCL Acid, HCL vapours are harmless and neutral so we can't say that HCL vapours are acid, HCL vapours only become acid when they come in contact with water.

If we form HCL with hydrogen and chlorine, the product will be HCL gas not acid ,to make acid HCL gas is reacted with water (HCL dissociate H+ ions ply in contact with water forming corrosive HCL acid)
