From Grahams law of diffusion we get that the rate of effusion of the gas is inversely proportional to the square root of density of the gas. So, taking r1 and r2 as the rate of effusion of both the gases so r1/r2 = √(d2/d1).  Which also can be written as the rate of effusion is inversely proportional to the square of molar mass.

So, r1/r2 =  √(M2/M1) where M1 is the molar mass of He and the molar mass of Ar is M2. So, r(Ar)/r(He) =  √(4/40) or r(He)/r(Ar) = √10 which is 3.16.
