As regards change of tense, the practice demands that the past simple tense construction be changed into the past perfect tense construction.

Accordingly,

the past simple BE verb (was/were) will take the shape of ‘had been’,

the past simple HAVE verb (had) will take the shape of ‘had had’ and

the past simple DO verb (did) will take the shape ‘had done’.

(Other past simple DO verbs like went, gave, spoke etc will change into had gone, had given, had spoken respectively)

As regards adverbs, it may be noted that they also change their shape to indicate the remoteness of reporting as indicated below:

this changes into that, now into then, today into that day, here into there etc.

Now, your sentence can be recast this way in indirect/reported speech:

He said that he had had to do the work.

(Note, however, that work being a non-count noun in this context, it is better to use piece of work or kind of work or type of work or item of work)

Accordingly, ‘He said that he had had to do that piece of work.’ or ‘He said that he had had to do the work.’ will be more acceptable! \: \: \: \: \: \: \: \: \: \: \: \: \: \: \:
