In the passive voice, the form of the verb shows that something is done to the person denoted by the Subject. The verb 'given' is said to be in the passive voice.

It will be noticed that when the verb is changed from the active voice to passive voice, the object of the transitive verb in the active voice becomes the subject of the verb in the passive voice. Since the object of a verb in the active voice becomes the subject of the passive form, it follows that only transitive verbs can be used in the passive voice, because intransitive verb has no object.

If there are two objects in the active voice while converting it into passive we can transform any one of the objects into subject. But if we want to convert direct object into subject then we have to add 'to' before the indirect object.
