He may be suffering from halitosis. Here may be is hedge and it is used in writing to soften the sentence. It makes the sentence in less direct way when we say or write something. It is also used in polite conversation and hedges can be verb, tense, adverb or model expression. It can be maybe, I think, possibly, seems etc. For example journalist used the word allegedly because the statements are not proven and it is also act as defense for journalist.
