When we changed into passive voice sentence will become "no money has been spent by him’’.

When sentence is changed into passive voice meaning of a sentence doesn’t change only structures of words are changed. In the given sentence ‘’no money’’ is object, ‘’he’’ is subject and verb is ‘’spend’’. In passive voice object ‘’no money’’ will become subject and ‘’he’’ will become object. In passive voice verb is always written in past participle.
