In the word honour, the h is silenced and not pronounced. So it is read as onour. Also if the first letter of the word is a vowel(or pronounced as a vowel) the article used would be 'an'

The word an is put before the word honour because although the word starts with the letter ' H ' but it sounds like ' O ' when we pronounce it which is one of the vowels.
