He is blind with one eye...
It's not a correct sentence but the correct sentence will be :-
He is blind in one eye..
As blindness is the property on that eye is blind so with or from will not be used to say if he is blind, we will use in for that to show the relation with blindness..

Because he can see with only one eye and the other eye is not working
"in" used to denote a verb as being a propert of noun being the nature of it
So we should not use "with"
