He is deaf is correct or he was deaf is correct?

Both are correct in the sense that it might be that the person is deaf till now as in the first sentence or it might be as in the other sentence that the person is cured.

Both of them are correct. Here if we are using " is " in the sentence then we are saying it in simple present tense or else using " was " represents past tense
