He is it possible for an element to have a zero valency? if yes ,what does this signify?

An element can have zero valency if its outermost shell is stable, i.e it has maximum of 8 electrons in its outermost shell (naturally). If any element has zero valency then it means that this element is non reactive to other elements. Such elements are known as inert gases. Some of them include Helium, Krypton, Neon, etc.
