The rules for converting "too" to "so that" are

  1. First the subject is followed by the verb, that is , subject+verb.

Sometimes when there is "for"  (instead of "to") after the adjective, then we replace "for" with "be", while other rules remain the same as above

He is so dull that he cannot be a worker.
