There can be two sentences which can be formed by rearranging the words -

At the time he sent for me , I was a clerk.

I was a clerk, at the time he sent for me.

Both the sentences convey same meaning, that the person speaking the sentence was a clerk, at the moment or situation he was called by some other person depicted by "he".
