b)The tiger ignores the visitors as his strength is confined to the cage. He feels sad and restless behind the concrete walls. He is fed up with his situation and so ignores the visitors.

a) The tiger is slowly and quietly moving along the length of the cage in a threatening manner. He is ignoring the visitors because he considers them devoid of any feelings. None of them thinks of releasing him from his prison. Thus, he stops taking any notice of them.
b) The poet narrates how the tiger can walk only inside the cage as he is trapped inside in the zoo. ... Whereas, if the tiger were in his normal habitat, he could have enjoyed his life the way he wanted.
