Explanation: The caliph, or head of state, was often known as Amir al-Mu'min "Commander of the Believers", Imam al- Ummah, Imam al-Mu'min or more colloquially, leader of all the Muslims. Each member state ( Sultanate, Wilayah, or Emirate) of the Caliphate had its own governor (Sultan, Wail or Emir ).
