So,                           ⇒ 100 =  \frac{V^{2} }{4} 14V21 ;                   (here, T is 1 because we are asked for every second.)

                               ⇒ 400 = V^{2}V2

                              ⇒ V = \sqrt{400}400  = 20 V

Therefore, the potential difference will be 20 V when 100 J of energy is released every second in a resistor of resistance 4 ohm.
