Heat energy or Thermal energy is a form of energy
-----------------------------------------------------------------------

Heat energy is of course conserved. All the types of energy are conserved.

Consider an example. Some oil is stored in a container. It has potential energy. Now when this oil is poured and heated it converts into heat energy. It gives out heat and also absorbs it.
So here potential energy was converted into heat energy.
The heat energy doesn't disappear.

But we say Heat energy is lost, what does that mean?

When we say heat energy is lost,it means that heat lost to environment can't be used again. The heat energy is present but its not in usable form.

But overall heat is also conserved , its just that we can't use it anymore once it is lost to environment.

The total energy of the universe is conserved.
Therefore the heat energy is conserved too.
For better understanding let us take an example of water kept in a beaker, water kept in the beaker will evaporate thus an amount of heat energy is lost ,but the energy which is lost by the water goes into its surrounding thus the energy lost can't be used again.
This is why in general we say that heat energy is not conserved but this is completely wrong.
The energy of a system is always conserved.
