Heater is placed on the ground and not on the ceiling because of the fact that hot air is lighter than the cold air and it rises upwards.
Hot air does not come down and so if the heater is placed near the ceiling, one will not feel the hot air at all

Hot air does not move down , that's why heater is placed on ground and not near ceiling to reduce the heat of the air
