So, taking r1 and r2 as the rate of effusion of both the gases so r1/r2 = √(d2/d1).  Which also can be written as the rate of effusion is inversely proportional to the square of molar mass.

So, r1/r2 =  √(M2/M1) where M1 is the molar mass of He and the molar mass of Ar is M2. So, r(Ar)/r(He) =  √(4/40) or r(He)/r(Ar) = √10 which is 3.16.
