Bcoz the valency refers the extra electrons or vacant space in the atom
but in helium there is no space for enterence of any other electrons or there is no extra electrons to lose due to which it's valency is 0

helium has 2 electrons in its valence shell even then its valency is not 2 because according to the duplet rule helium completed their duplet. nd hence it is also an inert gas.
