Because it's a stable gas and has completed it's electronic configuration.

the valence of helium is zero and not 2...because valency tells abt the no.of electrons require to attain a stable configuration. helium configuration is 1s2.there is only 2 electrons in the valence shell...it is already stable and need not lose or gain electrons...so we can't say that valency of He is 2...
