Helium has electronic configuration 2.
Ne has electronic configuration 2,8.

1)Helium is the least reactive noble gas because it has only 1 shell and has the highest nuclear pull and it is very difficult for it to lose an electron. Neon has also comlete valence shells but it is somewhat more reactive than Helium because nuclear pull to the last shell decreases and it is somewhat less difficult for neon to lose an electron as compared to helium.(Both are unreactive. This is full concept).

or(Simple answer) 1) They are unreactive because their last shell is complete.

2)These atoms have their complete valence shells and are unreactive.

3)Group 18
