ANSWER~
YES
In contrast, the central apparatus is randomly oriented in axonemes isolated ... Axoneme Isolation and the Microtubule Sliding Assay. ... Either protease produced the same results.

Short answer is NO. Central apparatus is a structure inside and continuous with Axoneme.
Axoneme:
▪ Axoneme has 9+2 array of microtubules.
▪ 2 central microtubules are connected through central bridge
and surrounded with Inner sheath.
▪ 9 doublets of microtubules surrounds this and one radial spoke from each doublet project towards central microtubules.
Central apparatus:
Central microtubules surrounded by Inner sheath along with radial spokes(and all associated protein projections toward central microtubule) is called central apparatus.
In short, Everything inside 9 peripheral microtubule doublets of axoneme is called central apparatus.
