it is a chemical change because on burning or reaction with Oxygen the new white colored powder is Formed i.e. MgO is a new compound having different properties from both magnesium and Oxygen , It is also an irreversible Change...

After it burns, it forms a white powder of the magnesium oxide. Magnesium gives up two electrons to oxygen atoms to form this powdery product.
Magnesium ribbon is a elemental form,after burning in the presence of oxygen in air , it changes to magnesium oxide that is a powder form as there is a formation of chemicals there is a breakdown of chemical bond. so it is considered as chemical change.
