we can add some brief points in answering this question:
I) the Congress was associated with Hindu mahasabha
(ii) Communal Clashes
(iii) Issue of demand for separate electorates
(iv) Issue of reserved seats in the Central Assembly 

due to these factors most of the Muslims didn't participated in CDM

With the decline of Khilafat and the non-cooperation movement, muslims felt separated from congress. Congress now more close to Hindus and religous groups such as Hindu Mahasabha. Also, communal riots broke out between the two communities which separated them even more.
Hence, they failed to respond to the call of Civil Disobedience movement.
