No matter what the concentration, the pH will always be less than 7. Here, the concentration is very less, so it is almost neutral or very slightly acidic.
I know pH=-log(H+) but that would give a value of 8, which would mean that the solution is basic, which is a clear contradiction as an acid has been added.
So, as u can see, IIT asks questions based on simple concepts, but twisting it in a confusing way.

[H3O+] = [H3O+] from water + [H3O+] from acid

[H3O+] = 10^-7 + 10^-8

=> [H3O+] = 1.1 × 10^-7

pH = -log[H3O+]

or, pH = -log[H+]

=> pH = -log [1.1 × 10^-7] = 6.98
