Why do we write 'an' NGO not 'a' NGO, as an is only used with vowels and 'n' is not a vowel ??

hello mate,
as we know an is used before vowels like,an apple.
but in certain cases the words are pronounced in such a way that it feels as if it begins with a vowel like, an hour( 'h' is not a vowel but it's pronounced as 'our' o is a vowel)
likewise,
in 'NGO' N is pronounced as 'en' so it starts with a vowel 'e'. .........

So, NGO which sounds like 'en-gee-oh' beings with the sound 'e', so 'an' is used.
