In the given paragraph, the teacher is speaking to his student Frantz who has not completed his homework (speech on participle). The teacher means to say that Frantz alone is not to be blamed for his irrisponsible attitude. His parents are equally to be blamed as they never focused on their child if he is really paying attaintion on his studying or not. They only focused on earning their profit by sending him to work in the fields or in the factories. He then questions himself that is he not equally responsible for his condition? He says i have made you water the plants instead of telling you to study. He then again blames himself and says that whenever he wanted to go for fishing , he had never been strict enough to dismiss him (Frantz).
