When diplomats met to form the United Nations in 1945, one of the things they discussed was setting up a global health organization.

WHO’s Constitution came into force on 7 April 1948 – a date we now celebrate every year as World Health Day.
As of 2012 WHO has defined its role in public health as follows:[20]

providing leadership on matters critical to health and engaging in partnerships where joint action is needed;
shaping the research agenda and stimulating the generation, translation, and dissemination of valuable knowledge;[21]
setting norms and standards and promoting and monitoring their implementation;
articulating ethical and evidence-based policy options;
providing technical support, catalysing change, and building sustainable institutional capacity; and
monitoring the health situation and assessing health trends.

During the 1945 United Nations Conference on International Organization, Szeming Sze, a delegate from China, conferred with Norwegian and Brazilian delegates on creating an international health organization under the auspices of the new United Nations. After failing to get a resolution passed on the subject, Alger Hiss, the Secretary General of the conference, recommended using a declaration to establish such an organization. Sze and other delegates lobbied and a declaration passed calling for an international conference on health.Its constitution formally came into force on the first World Health Day on 7 April 1948.The first meeting of the World Health Assembly finished on 24 July 1948.Its first priorities were to control the spread of malaria, tuberculosisand sexually transmitted infections, and to improve maternal and child health, nutrition and environmental hygiene.
