we know that :

dividend = divisor x quotient + remainder

here ,x-4 is the divisor

x^3-64 is the dividend

but x^3-64 is not in standard form

so we should arrange it in standard form

that's why it is written as x^3+0x^2+0x-64

now divide it with the divisor

we get a remainder 0

which means that :

dividend = divisor x quotient + remainder

x^3-64 = (x-4)(x^2+4x+16) +0
