Because carbon has 4 electrons in its outermost shell (and because each covalent bondrequires a donation of 1 electron, per atom, to the bond) carbon hasexactly four bonds to make, andis only stable if all 4 of thesebonds are used. This same rule applies to all of the atoms in the second row of the periodic table

carbon atom forms only covalent bond because of the following reasons- it has 4 electrons in its valence shell . It does not have so much energy to loose 4 electrons nor does it have the tendency to attract 4 electrons for attaining stable configuration.
