Good afternoon...
Polar covalent compounds dissociate partially or completely due to the difference between their electronegativity and does one of the two elements of the compound attracts the shared pair of electrons towards itself acquiring a partial negative charge and the other element acquires a partial positive charge while non polar covalent compounds do not dissociate because there is almost no difference between their electronegativity.
